Mann This 1848 draft is an excellent early example of pre-opening railroad construction finance. Before the line generated operating income, such drafts were issued to contractors as evidence of payment due, functioning much like modern accounts payable notes. The Norfolk County Railroad formally opened in 1849, later operated by the New York & New England Railroad, and ultimately absorbed into the New Haven system in the late 19th century.
