This set is complete with the case, the stamps, the gold foil stamp, the white backing board piece, and the folded insert. Looks like the case was neatly split open with a blade at one of the top edges to obtain the inside material. And as you can see in the pictures, the items that were inside obviously experienced some humidity over the years as they have some wear to them and were obviously stuck together at some point in time.
